CET stands for Central England Temperature, based on temperature data from a limited set of weather stations around the middle of England, providing a long term comparison  of temperature records starting way back in 1659 right up to the present, retained by the Met Office for its value as a long term temperature record.

Rainfall records from 1766 and sunshine records from 1929 for England and Wales are also kept by the Met Office.

The raw historical data is available on the Met Office website, but I have calculated the averages on the following pages myself to provide tables and charts..
